South Carolina homeowners may be able to include home improvements in their utility bills

February 16, 2010 - Individuals who are planning on moving to lower their utility bills may want to look into real estate in South Carolina, where utility companies are working to pass a loan proposal that could cover the cost of retrofitting a home.

Under the program, the state's top 20 utility companies would lend homeowners money to make their residences more efficient through home maintenance and repairs, such as updated heating and cooling systems or better insulation, Canadian Business reports.

The companies would then tie payments and a low interest rate into their monthly bills, which would be passed onto new owners if the current occupants decided to relocate.

Proponents of the legislation expect the program improve approximately 225,000 homes over the next 10 years and save customers as much as $280 million per year on their utility costs.

A Senate Judiciary committee met on Tuesday to discuss the bill, according to the Associated Press. Details on the status of the program have not yet been released.
