History:
The French built the first fort here in 1685, known as Fort Saint Louis. Till 1689 it remained the main European presence in the area. The Spanish established their mission in the area in 1722; it was aimed at securing the Texan coastline from the French. In the struggle for dominance, neither the French nor the Spanish were successful. The area had no evident future until the scenario was changed by Martin De Leon in 1805. The authorities granted De Leon to establish a settlement by the name of Nuestra De Guadalupe De Victoria. In 1958, it was the location of the Foster Air Force Base before it was decommissioned.
